White, blue and red appeared on Russian ships as early as the 17th century, influenced by the Dutch flag that Tsar Peter the Great had studied.

These so-called pan-Slavic colours went on to inspire the flags of several Slavic nations; they returned to official use in 1991, after the dissolution of the Soviet Union and its red flag with hammer and sickle.
